Creating a Sexual Harassment Trainer Registration System

This bill requires Washington’s Department of Labor & Industries to create a registration system for trainers who train workers on the prevention of workplace harassment and discrimination and retaliation.
 

Background: The bill language is nearly identical to language Legal Voice drafted in a proposed comprehensive mandatory sexual harassment training bill that Legal Voice now plans to bring in 2020. The bill contains some notable requirements for such trainers including that they have an understanding of harassment based on gender, gender expression, and sexual orientation and that they have experience in explaining prevention methods including bystander intervention and respectful workplaces. It is a good initial step on the road to workers receiving better harassment and discrimination training, which is one prong of the multiple strategies that need to be implemented to eliminate sexual and other forms of harassment.
